Before any construction or design work can be completed at a potential dam site, conducting geotechnical subsurface and onsite material exploration is essential. These explorations consist of both invasive and non-invasive sampling methods. Invasive geotechnical sampling methods may include drilling boreholes and taking core samples from the overburden and bedrock within the footprint of the dam and its appurtenances, taking soil samples from open pits, or using correlative field tests. Non-invasive geotechnical sampling methods may include but are not limited to using geophysical methods involving emitting ground penetrating radar or creating mechanically induced seismic waves.

The intent of the geotechnical investigation is to characterize the foundation conditions and uncover any potential problems at the project location. Any potential problems that are identified by thorough investigation can be addressed in the design of the various features of the dam.

“The magnitude of the foundation exploration program is governed principally by the complexity of the foundation problem and the size of the project. Explorations of borrow and excavation areas should be undertaken early in the investigational program so that quantities and properties of soils and rock available for embankment construction can be determined before detailed studies of embankment sections are made”.

“Investigate site geologic and geotechnical conditions in a manner that adequately examines embankments, spillways, abutments, borrow areas, and foundations to enable adequate evaluation of all design conditions. Provide appropriate intensity and detail of these investigations for the class of dam, complexity of site geology, and the data needed for the dam design”.

Earthen embankment dams are most cost effective if the material is extracted from the proposed reservoir location. Not only are transportation costs of the material minimized, but the material volume can then be added to the total eventual water storage of the reservoir once filled. Additionally, sourcing the borrow material from within the proposed reservoir reduces the impact of excavation and extraction of native soils from locations that will not be inundated after filling of the reservoir.

“A systematic plan for selecting borrow areas should be followed during the feasibility investigation stage after final selection of the damsite. To avoid overlooking nearby areas, the investigations should start at the damsite and extend outward in all directions. Potential borrow areas near the dam should be investigated before more distant sources. Where possible, borrow from the proposed reservoir should be considered to mitigate environmental concerns”.

Modern earthen embankment dams are designed using soils of varying hydraulic conductivities to construct discrete zones. These zones typically consist of a core having very low permeability, usually constructed using clays and silts, and a shell covering and protecting both upstream and downstream faces of the core consisting of sands and gravels with higher levels of permeability. The borrow investigation should aim to locate material suitable for such a multi-zoned earthen embankment dam.

“Investigation for embankment materials is a progressive procedure, ranging from a cursory inspection during the appraisal stage to extensive studies of possible sources of material during final design. A reconnaissance for borrow materials should be made at each prospective damsite. Careful examination of existing maps, soil surveys, aerial photographs, and geologic reconnaissance reports usually indicates the areas to be examined in the field. Highway and railroad cuts, arroyos, and banks along stream channels should be examined because they can provide valuable clues to the nature of the materials underlying a borrow area”.
“’The ultimate destiny of all reservoirs is to be filled with sediment,’ (Linsley et al. 1992). The question is how long will it take? Also, as the sediment accumulates with time, will it adversely affect water control goals?”.
“Existing reservoirs are routinely surveyed to determine sediment deposition and resulting loss of storage”.

While the effects and results of sedimentation can be easily observed and measured, predicting and calculating the movement of sediment quantities is less straightforward. Sedimentation engineering combines river and particle hydraulics, therefore, collecting as much data as reasonably possible for river channel geometry, stage-discharge relationships, riverbed material, suspended material characteristics, upstream sources of sediment and debris, likelihood of channel migration or degradation, and flow characteristics, allows the engineer to select the most appropriate sediment transport modeling method(s) and reduce the level of uncertainty associated with the selected model(s).
